About Vehicle Licencing

Vehicle licencing is one of the Road User Charges collected by ZINARA. Revenue collected from vehicle licencing is channelled towards Periodic and Routine Maintenance carried out by Road Authorities.
The disbursement of funds to Road Authorities is based on submission of program of works, submission of acquittals of previous allocations, and the type and size of road network.

  • Exemptions

  • Vehicles which are off the road or grounded as a result of lack of spare parts can be exempted.
  • Exemptions must be justified. In some instances ZINARA has the right to consult with the Vehicle Inspection Department (VID) for further inspection before awarding a certificate of exemption.
  • Exemptions are not in retrospect. This means a vehicle is only exempt during the current term. All unlicensed terms are regarded as arrears.

Application for an Exemption Certificate

1. Provide such details as may be required in the prescribed form
2. Produce the registration book relating to the vehicle
3. Pay the fee imposed by the registering officer.

Deregistration of Unlicensed Vehicles

Vehicles that have not been licensed for over two years in terms of the Vehicle Registration and Licensing Act Chapter 13:14, Section 12, paragraphs (c) and (d):
The Registrar
(c) may, if according to his records a registered vehicle has not been licensed or exempted for a period exceeding two years; or
(d) may, if he has reasonable grounds for believing that a registered vehicle is no longer required to be registered in terms of section six;
Cancel the registration of the vehicle concerned.

Motor Vehicle Licensing Enforcement Vehicles

In a bid to increase efficiency in vehicle licence fees collection, ZINARA added to its existing fleet some state of the art licensing enforcement vehicles. These vehicles are mounted with the ZINARA vehicle licencing software and cameras that can detect validity of the licence of on-coming vehicles.

Presumptive Tax

Presumptive Tax is a form of assessing tax liability using indirect methods such as income reconstruction or by applying base-line taxation across the entire tax base. Presumptive methods of taxation are effective in reducing tax avoidance as well as equalizing the distribution of the tax burden.

As such, Government introduced Presumptive Tax to broaden the revenue base in view of the increase in informal business activities.

Effective 1st January 2015, ZINARA was appointed collection agent for motor vehicle and other related users. Details relating to the current rates and due dates of the various categories are shown below:

ZBC Radio Licencing

Motorists can licence their radios and televisions through the ZINARA/ZBC licensing agreement. This will help motorists who in the past have been forced to queue twice to buy a vehicle licence disc and a vehicle radio licence disc.
This partnership will see ZBC making use of ZINARA's existing advanced ICT infrastructure as a platform for the national broadcaster to bring convenience to Zimbabweans.
ACcording to the Broadcasting Services Act, 2001. All vehicles with radios must have a valid listener's licence.
