ZINARA, like any other State Enterprise in Zimbabwe, is governed by:

  • National Code for Corporate Governance for State Enterprises and Parastatals (ZIMCODE)
  • Defines corporate governance practices, processes and people to enable enterprises to be run appropriately.
  • We use Results Based Management Framework for Performance Management

General Structure of ZINARA:

  • Has a Board of 12 Members appointed by the Minister of Transport (as per Sect 20 of the Roads Act Ch 13:18)
  • Has Executive Management (Directors) which heads various key functions within the entity to ensure ZINARA delivers on its key result areas as guided by ZINARA policies.
  • Senior Management Team who are responsible for implementing the entity’s goals and objectives linked to the entity’s key result areas.
  • Secretariat which comprises of all other staff responsible for day-today activities that feed into the sectional manager’s responsibilities
